Publication Ethics
The Journal of Public Power (JPP) is committed to upholding strict standards of publication ethics at every stage of the publishing process. The publication of peer-reviewed articles is an essential element in the development of a coherent and respected body of knowledge. It directly reflects the quality of the work of authors and the institutions that support them.
Therefore, ethical standards of conduct must be agreed upon by all parties involved in the publishing process: authors, editors, reviewers, and the publisher. JPP is committed to ensuring that all procedures are conducted objectively, fairly, and transparently. Editors and reviewers evaluate manuscripts without regard to race, gender, sexual orientation, religious beliefs, ethnic origin, citizenship, or political affiliation of the authors. This statement is based on COPE’s Best Practice Guidelines for Journal Editors.
The following outlines the duties and responsibilities of each party:
1. Duties of Authors
Originality and Integrity: Authors must ensure that submitted manuscripts are the result of original thinking and research, conducted honestly, and free from plagiarism, fabrication, or data manipulation.
Publication Status: Submitted manuscripts must not have been previously published and must not be under consideration for publication elsewhere (no duplicate submission).
Citation and References: Any quotation or statement referring to the work of others must be properly cited and included in the reference list.
Authorship: All individuals (such as students or supervisors) who have made significant contributions to the research must be listed as authors. The corresponding author is responsible for ensuring that all co-authors have approved the final version of the manuscript prior to publication.
2. Duties of Reviewers
Publication Recommendation: Responsible for providing objective recommendations regarding the suitability of a manuscript for publication based on its scientific quality.
Constructive Feedback: Provide constructive criticism and suggestions aimed at improving the manuscript in a polite and professional manner.
Conflict of Interest: Must decline to review a manuscript if there is any conflict of interest (personal, professional, or financial relationships) or if they feel they lack sufficient expertise in the subject area.
Confidentiality and Ethics: Must maintain the confidentiality of the manuscript under review and promptly report to the Editor any indication of ethical violations or plagiarism.
Timeliness: Must adhere to the assigned review deadlines. Requests for extensions should be coordinated with the Editor-in-Chief.
3. Duties of Editors & Editor-in-Chief
Journal Development: Actively contribute to the development of the journal’s vision, mission, and global reputation.
Representation: Serve as ambassadors of the journal by promoting JPP’s academic standards in various scholarly forums.
Fair Evaluation: Review assigned work and ensure that each manuscript is processed according to the journal’s standard operating procedures.
4. Duties of Section Editors
Initial Screening: Responsible for determining whether a manuscript meets the initial criteria to proceed to the review process.
Objectivity: Evaluate manuscripts fairly and intellectually without personal bias.
Confidentiality: Ensure the confidentiality of manuscripts and do not disclose any information related to the manuscript to parties outside the publication process.
Publication Decisions: Coordinate in editorial board meetings to decide which manuscripts will be published based on review results.
Reviewer Management: Ensure the selection of appropriate reviewers according to the subject expertise of the manuscript.
Contributor Communication: Provide clear instructions to authors regarding the submission process and expectations for manuscript quality.
